The House resumed consideration of the motion of Mr. Manley (Minister of Industry), seconded by Mr. Peterson (Secretary of State (International Financial Institutions)), -- That Bill C-54, An Act to support and promote electronic commerce by protecting personal information that is collected, used or disclosed in certain circumstances, by providing for the use of electronic means to communicate or record information or transactions and by amending the Canada Evidence Act, the Statutory Instruments Act and the Statute Revision Act, be now read a second time and referred to the Standing Committee on Industry.

The debate continued.

Mr. Easter (Parliamentary Secretary to the Minister of Fisheries and Oceans), seconded by Mr. Vanclief (Minister of Agriculture and Agri-Food), moved, -- That this question be now put.

Mr. Lee (Scarborough -- Rouge River), from the Standing Committee on Justice and Human Rights, presented the 15th Report of the Committee (Bill C-51, An Act to amend the Criminal Code, the Controlled Drugs and Substances Act and the Corrections and Conditional Release Act, with amendments). -- Sessional Paper No. 8510-361-99.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 92 to 94) was tabled.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Breitkreuz (Yorkton -- Melville), seconded by Mr. Stinson (Okanagan -- Shuswap), Bill C-452, An Act to amend An Act for the Recognition and Protection of Human Rights and Fundamental Freedoms and to amend the Constitution Act, 1867, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Guimond (Beauport -- Montmorency -- Côte-de-Beaupré -- Île d'Orléans), one concerning gun control (No. 361-1639);
