Pursuant to Standing Order 34(1), Mr. Hanger (Calgary Northeast) presented the 5th Report of the Canadian NATO Parliamentary Association respecting its participation at the 1998 Spring Session of the North Atlantic Assembly (NATO Parliamentarians), held in Barcelona, Spain, from May 22 to 26, 1998. -- Sessional Paper No. 8565-361-50D.


Pursuant to Standing Order 34(1), Mr. Comuzzi (Thunder Bay -- Superior North) presented the Report of the Canadian Section of the Canada-States Inter-Parliamentary Group respecting its visit to Washington, D.C., from July 21 to 23, 1998. -- Sessional Paper No. 8565-361-59B.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Scott (Solicitor General of Canada) for Mrs. Stewart (Minister of Indian Affairs and Northern Development), seconded by Mr. Peterson (Secretary of State (International Financial Institutions)), Bill C-56, An Act respecting an agreement with the Norway House Cree Nation for the settlement of matters arising from the flooding of land, and respecting the establishment of certain reserves in the province of Manitoba, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Scott (Solicitor General of Canada) for Ms. McLellan (Minister of Justice), seconded by Mr. Peterson (Secretary of State (International Financial Institutions)), Bill C-57, An Act to amend the Nunavut Act with respect to the Nunavut Court of Justice and to amend other Acts in consequence, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation

      His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act to amend the Nunavut Act with respect to the Nunavut Court of Justice and to amend other Acts in consequence".

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Marceau (Charlesbourg), seconded by Mr. Mancini (Sydney -- Victoria), Bill C-447, An Act to amend the Canada Labour Code (application of Part I to members of the Royal Canadian Mounted Police who are peace officers), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

The House resumed consideration of the motion of Mr. Manley (Minister of Industry), seconded by Mr. Peterson (Secretary of State (International Financial Institutions)), -- That Bill C-54, An Act to support and promote electronic commerce by protecting personal information that is collected, used or disclosed in certain circumstances, by providing for the use of electronic means to communicate or record information or transactions and by amending the Canada Evidence Act, the Statutory Instruments Act and the Statute Revision Act, be now read a second time and referred to the Standing Committee on Industry.

The debate continued.

Mr. Dubé (Lévis-et-Chutes-de-la-Chaudière), seconded by Mr. Cardin (Sherbrooke), moved the following amendment, -- That the motion be amended by deleting all the words after the word ''That'' and substituting the following:

    ''Bill C-54, An Act to support and promote electronic commerce by protecting personal information that is collected, used or disclosed in certain circumstances, by providing for the use of electronic means to communicate or record information or transactions and by amending the Canada Evidence Act, the Statutory Instruments Act and the Statute Revision Act, be not now read a second time but that the Order be discharged, the Bill withdrawn and the subject-matter thereof referred to the Standing Committee on Industry.''

Debate arose thereon.

The question was put on the amendment and, by unanimous consent, the recorded division was deferred until Tuesday, October 27, 1998, at the expiry of the time provided for Government Orders.


The Order was read for the second reading and reference to the Standing Committee on Canadian Heritage of Bill C-55, An Act respecting advertising services supplied by foreign periodical publishers.

Ms. Copps (Minister of Canadian Heritage), seconded by Mr. Mitchell (Secretary of State (Parks)), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Canadian Heritage.
