Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Mrs. Finestone (Mount Royal) presented the Report of the Canadian Group of the Inter-Parliamentary Union respecting its participation at the 99th Inter-Parliamentary Conference, held in Windhoek, Namibia, from April 5 to 11, 1998. -- Sessional Paper No. 8565-361-60D.

Presenting Reports from Committees

Mr. McGuire (Egmont), from the Standing Committee on Agriculture and Agri-Food, presented the 3rd Report of the Committee (Capturing the Advantage: Agricultural Biotechnology in the New Millennium). -- Sessional Paper No. 8510-361-84.

Pursuant to Standing Order 109, the government was requested by the Committee to table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 37 to 40 and 43), which includes this Report, was tabled.

Motions

Pursuant to Standing Order 56.1(1), Mr. Boudria (Leader of the Government in the House of Commons), seconded by Mr. Anderson (Minister of Fisheries and Oceans), moved, -- That the Order of the House of June 8, 1998, respecting motions pursuant to Standing Orders 57 and 78(3), be rescinded.

The question was put on the motion and, more than 25 Members having risen to object, pursuant to Standing Order 56.1(3), the motion was deemed withdrawn.


Mr. Boudria (Leader of the Government in the House of Commons), seconded by Mr. Anderson (Minister of Fisheries and Oceans), moved, -- That, pursuant to Standing Order 27(1), commencing June 10, 1998, and concluding June 23, 1998, the hours of sitting be extended to 4:00 a.m.

MOTIONS

By unanimous consent, it was ordered, -- That, notwithstanding any Standing Order or usual practice, the business to be considered under Government Orders on Wednesday, June 10, 1998, shall be the report stage of Bill C-25, An Act to amend the National Defence Act and to make consequential amendments to other Acts; a motion relating to the appointment of the Information Commissioner; the third reading stage of Bill C- 30, An Act respecting the powers of the Mi'kmaq of Nova Scotia in relation to education; and the consideration of the Senate amendments stage of Bill C-4, An Act to amend the Canadian Wheat Board Act and to make consequential amendments to other Acts;

That, no later than 5:00 p.m., all questions necessary to dispose of the report stage of Bill C-25 shall be put and a division or divisions thereon deemed requested, provided that the said division or divisions may not be deferred;

That during the remainder of the sitting on that day, no quorum calls, requests for unanimous consent or dilatory motions may be received by the Chair, provided, for greater clarity, that it is confirmed that an amendment proposed to a motion under Government Orders is not a dilatory motion and is therefore admissible under the terms of this Order, and provided that when debate concludes on Bill C-4, the question then under consideration shall be deemed to have been put and a division thereon requested and deferred to 1:00 p.m. on Thursday, June 11, 1998; and

The question was put on the motion and it was agreed to on division.
