MINUTES OF PROCEEDING
(Meeting No. 3)

THURSDAY, OCTOBER 23, 1997

The Standing Committee on National Defence and Veterans Affairs met at 3:30 o’clock p.m., this day, in room 209, West Block, the Chair, Robert Bertrand, presiding.

Members of the Committee present: Leon Benoit, Robert Bertrand, Hec Clouthier, Art Hanger, Judi Longfield, David Pratt, David Price, Dick Proctor and John Richardson.

Acting Members present: Joe Jordan for John O’Reilly; Colleen Beaumier for George Proud; and Maurice Dumas for Pierrette Venne.

In attendance: From the Research Branch of the Library of Parliament
: Michel Rossignol and Wolf Koerner, Research Officer.

Witnesses: From the Department of National Defence and Veterans Affairs: Daniel Bon, Director General, Policy Planning; Major-General L.C. Campbell, Director General, Strategic Planning; Brigadier-General D.M. Jurkowski, Chief of Staff J3 and Director General, Military Plans and Operations.

The Committee proceeded to a briefing session.

The Chair presented the first report of the Sub-Committee on Agenda and Procedure as follows:

"Your Sub-Committee met on Tuesday, October 21, 1997, and agreed to make the following recommendations:

That the Committee invite officials of the Department for a briefing session on Thursday, October 23, 1997.

That the Minister be invited to appear before the Committee on Tuesday, October 28, 1997 for one hour but that he be requested to return at a later date.

That after the hearings with the Minister, the Committee join with a delegation of Czechoslovakian Senators to discuss matters of common interest.

That Members of the Committee join with members of the Foreign Affairs Committee to travel to Bosnia from November 6 to 13, 1997 and that the necessary staff accompany the Committees.

That the Chair write to all Members of the Committee to elicit their suggestions for the Bosnia travel."

On motion of Judi Longfield, the first report of the Sub-Committee on Agenda and Procedure was adopted.

The witnesses made opening statements and answered questions.

At 5:25 o’clock p.m., the Committee adjourned to the call of the Chair.
