MINUTES OF PROCEEDINGS

Meeting No. 15

TUESDAY, NOVEMBER 25, 1997

The Standing Committee on Foreign Affairs and International Trade met at 9:10 o’clock a.m., this day, in room 209 of the West Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Sarkis Assadourian, Jean Augustine, Colleen Beaumier, Réginald Bélair, Scott Brison, John Cannis, Maud Debien, Bill Graham, Gurmant Grewal, Ted McWhinney, Bob Mills, Denis Paradis, Charlie Penson, Julian Reed, Benoît Sauvageau, Bob Speller, Daniel Turp.

Associate Member present: Raymonde Folco

In attendance: From the Research Branch of the Library of Parliament: James Lee, Research Officer.

Witnesses: From the Department of Foreign Affairs and International Trade, U.S. Transboundary Division: Michael Leir, Director General; Marc-Yves Bertin, Transportation / Immigration Officer.

In accordance with its mandate under Standing Order 108(2), the Committee proceeded to examine Section 110 of the 1996 U.S. Illegal Immigration Reform and Immigration Responsibility Act.

Michael Leir made a statement and, with Marc-Yves Bertin answered questions.

It was agreed, --That the Committee identify the Canadian electoral districts along the United States border and inform each Member representing those ridings of the implications of Section 110 of the 1996 U.S. Illegal Immigration Reform and Immigration Responsibility Act.

It was agreed, --That pursuant to Standing Orders 110 and 111, the Committee invite Stanley Gooch, appointed by Order in Council (P.C. 1997-1582) as Ambassador to Mexico to appear before the Committee.

At 10:32 o’clock a.m., the Committee adjourned to the call of the Chair.
