The Standing Committee on Citizenship and Immigration met at 9:12 a.m. this day, in Room 209, West Block, the Chair, Rey Pagtakhan, presiding.

Members of the Committee present:, Mark Assad, Jean Augustine, Raymonde Folco, Sophia Leung, Steve Mahoney, John McKay, Grant McNally, Réal Ménard, Rey Pagtakhan and Andrew Telegdi.

Acting Members present: Ivan Grose for Mark Assad; Deepak Obhrai for Leon Benoit; Derek Lee for Paul DeVillers; Gordon Earle for Pat Martin; Scott Brison for Charlie Power; Diane Ablonczy for Jack Ramsay.

Associate Members present: Gordon Earle and Deepak Obhrai.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Margaret Young, Research Officer.

The Committee Resumed consideration of the motion of Grant McNally, - That the Committee report to the House that it has considered the question of the right of landing fee and the fee for an application for permanent residence in relation to refugees, and recommends that the Government should immediately eliminate these fees for refugees as currently applied under the regulations of the Immigration Act.

After debate, the question being put on the motion, it was negatived on the following recorded division:

Réal Ménard moved, - That the Standing Committee on Immigration study the impact on those affected of all the fees required for landing, applications for permanent residence and so on. The Committee shall study the impact of these costs having regard to:

(1) the ability of newcomers to integrate with the society of the host country;

(2) related migratory movements; and

(3) budgetary consequences for the government.
