(Meeting No. 19)

TUESDAY, MARCH 31, 1998

The Standing Committee on Citizenship and Immigration met at 3:35 o’clock p.m., this day, in Room 362, East Block, the Chair, Stan Dromisky, presiding.

Members of the Committee present: Jean Augustine, Norman Doyle, Stan Dromisky, Raymonde Folco, Grant McNally, Maria Minna and John Reynolds.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Margaret Young, Research Officer.

Witnesses: From the Adjudication Branch, Immigration and Refugee Board: Paul Thibault, Executive Director; Marie Chaput, Director-General, Adjudication; Michel Meunier, Director, Adjudication, Montreal Region; Philip Palmer, Legal Counsel. (Roundtable format) From Amnesty International: Lynn Horton, Refugee Coordinator; Michael Bossin, Member of the Executive. From the Vancouver Refugee Council: Phil Rankin, Past Chair and Member of the Executive.

Pursuant to Standing Order 108(2), the Committee resumed consideration of Recommendation 155 of the Report of the Legislative Review Advisory Group entitled "Not just Numbers: A Canadian Framework for Future Immigration", particularly issues relating to removal and detention. (See Minutes of Proceeding of Wednesday, February 18, 1998, Meeting No. 10.)


Paul Thibault made an opening statement and with the other witnesses from the Adjudication Branch, answered questions.

Phil Rankin, Lynn Horton and Michael Bossin made statements and answered questions.

At 5:17 o’clock p.m., the Committee adjourned to the call of the Chair.
