The Clerk informed the House of the unavoidable absence of the Speaker.

Whereupon, Mr. Kilgour (Edmonton Southeast), Deputy Speaker and Chairman of Committees of the Whole, took the Chair, pursuant to subsection 43(1) of the Parliament of Canada Act.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Young (Minister of Human Resources Development), seconded by Mr. Chan (Secretary of State (Asia-Pacific)), -- That Bill C-11, An Act to establish the Department of Human Resources Development and to amend and repeal certain related Acts, be now read a third time and do pass;

And of the amendment of Mrs. Lalonde, seconded by Mrs. Dalphond-Guiral (Laval Centre), -- That the motion be amended by deleting all the words after the word ''That'' and substituting the following:

    ''Bill C-11, An Act to establish the Department of Human Resources Development and to amend and repeal certain related Acts, be not now read a third time but that the Order be discharged, the Bill withdrawn and the subject-matter thereof referred to the Standing Committee on Human Resources Development.''

The debate continued.

MOTIONS

By unanimous consent, it was ordered, -- That the deferred recorded division at the third reading stage of Bill C- 15, An Act to amend, enact and repeal certain laws relating to financial institutions, on Monday, April 22, 1996, at 6:30 p.m., be further deferred to Tuesday, April 23, 1996, at 5:30 p.m.

Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Mr. LeBlanc (Cape Breton Highlands-Canso) presented the report of the Canadian Delegation of the Canada-Europe Parliamentary Association concerning its visit to the Russian Federation from December 13 to 19, 1995. -- Sessional Paper No. 8565-351-51.


Pursuant to Standing Order 34(1), Mr. LeBlanc (Cape Breton Highlands-Canso) presented the report of the Canadian Delegation of the Canada-Europe Parliamentary Association respecting its participation at the meetings of the Bureau and the Standing Committee of the Parliamentary Assembly of the Organization on Security and Cooperation in Europe (OSCE), held in Vienna on January 10 and 11, 1996. -- Sessional Paper No. 8565-351-51A.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Young (Minister of Human Resources Development) for Mr. Anderson (Minister of Transport), seconded by Mr. Robichaud (Secretary of State (Agriculture and Agri-Food, Fisheries and Oceans)), Bill C-28, An Act respecting certain agreements concerning the redevelopment and operation of Terminals 1 and 2 at Lester B. Pearson International Airport, was introduced and read the first time.

Recommendation
(Pursuant to Standing Order 79(2))

    His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act respecting certain agreements concerning the redevelopment and operation of Terminals 1 and 2 at Lester B. Pearson International Airport".

Pursuant to Order made Monday, March 4, 1996, the Bill (previously Bill C-22, 1st Session, 35th Parliament) was deemed to have been read the second time, considered by the Standing Committee on Transport and reported with amendments, concurred in at report stage with further amendments, read the third time and passed.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Milliken (Kingston and the Islands), seconded by Mr. Loney (Edmonton North), Bill C-268, An Act to amend the Department of Agriculture and Agri-Food Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Milliken (Kingston and the Islands), seconded by Mr. Loney (Edmonton North), Bill C-269, An Act to amend the Canada Elections Act and the Parliament of Canada Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Milliken (Kingston and the Islands), seconded by Mr. Loney (Edmonton North), Bill C-270, An Act to amend the Financial Administration Act (session of Parliament), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Health.
