Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Goodale (Minister of Agriculture and Agri-Food), seconded by Mr. Rock (Minister of Justice and Attorney General of Canada), Bill C-51, An Act to amend the Canada Grain Act and respecting certain regulations made pursuant to that Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Gray (Leader of the Government in the House of Commons and Solicitor General of Canada) for Mr. Dingwall (Minister of Public Works and Government Services), seconded by Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), Bill C-52, An Act to establish the Department of Public Works and Government Services and to amend and repeal certain Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Marchi (Minister of Citizenship and Immigration), seconded by Mr. Dingwall (Minister of Public Works and Government Services and Minister for the Atlantic Canada Opportunities Agency), -- That Bill C-44, An Act to amend the Immigration Act and the Citizenship Act and to make a consequential amendment to the Customs Act, be now read a second time and referred to the Standing Committee on Citizenship and Immigration.

And of the amendment of Mr. Mayfield (Cariboo -- Chilcotin), seconded by Mr. Hermanson (Kindersley -- Lloydminster), -- That the motion be amended by striking out all the words after the word ``That'' and substituting the following:

      ``this House declines to give second reading to Bill C-44, An Act to amend the Immigration Act and the Citizenship Act and to make a consequential amendment to the Customs Act, because of its failure to bar, prior to a refugee hearing and an application for permanent residence, those who have been convicted of a crime that would carry a sentence in Canada of 10 years or more and those individuals who fall under the category of persons listed in section 19(1) and (2) of the Immigration Act.''

And of the amendment of Mr. Assad (Gatineau -- La Lièvre), seconded by Mr. Bryden (Hamilton -- Wentworth), -- That the motion be amended by replacing the figure ``$5,000'' with the following:
