Mr. Mayfield (Cariboo–Chilcotin), seconded by Mr. Hermanson (Kindersley–Lloydminster), moved the following amendment, — That the motion be amended by striking out all the words after the word “That” and substituting the following:

“this House declines to give second reading to Bill C–44, An Act to amend the Immigration Act and the Citizenship Act and to make a consequential amendment to the Customs Act, because of its failure to bar, prior to a refugee hearing and an application for permanent residence, those who have been convicted of a crime that would carry a sentence in Canada of 10 years or more and those individuals who fall under the category of persons listed in section 19(1) and (2) of the Immigration Act.”

A message was received from the Senate informing this House that the Senate has passed Bill C–22, An Act respecting certain agreements concerning the redevelopment and operation of Terminals 1 and 2 at Lester B. Pearson International Airport, with the following amendments:

  1. Page 2, clause 3: Strike out lines 1 to 3 and substitute the following:
    “3. The agreements are hereby declared to have no legal effect on and after April 13, 1994.”
  2. Page 2, clause 4: Strike out lines 7 and 8 and substitute the following:
    “hereby declared terminated on April 13, 1994.”
  3. Page 2, clause 5: Strike out line 19 and substitute the following:
    “declared to have no legal effect on and after April 13, 1994.”
