Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mrs. Barnes (London West), seconded by Mr. Pagtakhan (Winnipeg North), Bill C-239, An Act respecting the Decade of the Brain, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS

Mr. Gerrard (Secretary of State (Science, Research and Development)), for Mr. Martin (Minister of Finance), seconded by Mr. Dingwall (Minister of Public Works and Government Services), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Finance.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the second time and by unanimous consent, referred to a Committee of the Whole.

The Committee considered the Bill and reported it with the following amendment:

Clause 1

      Strike out line 11 on page 1 and substitute the following:
        come into force on December 17, 1990 and any regulations made for the purposes of the definition ``estimated federal sales tax'' in subsection 121(1) of the Excise Tax Act, as enacted by subsection (1), may have effect from that date.

Pursuant to Standing Order 76.1(12), Mr. Gerrard (Secretary of State (Science, Research and Development)), for Mr. Martin (Minister of Finance), seconded by Mr. Dingwall (Minister of Public Works and Government Services), moved, -- That the Bill, as amended, be concurred in at report stage.

Accordingly, the Bill, as amended, was concurred in at report stage.

By unanimous consent, the Order was read for the third reading of Bill C-13, An Act to amend the Excise Tax Act and a related Act.

Accordingly, the Bill was read the second time and, by unanimous consent, referred to a Committee of the Whole.

The Committee considered the Bill and reported it without amendment.
