INTRODUCTION OF GOVERNMENT BILLS

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Rock (Minister of Justice), seconded by Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), Bill C-118, An Act to amend the Criminal Code and to amend certain other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Rock (Minister of Justice), seconded by Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), Bill C-119, An Act to amend the Criminal Code (child prostitution, criminal harassment and female genital mutilation); was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Irwin (Minister of Indian Affairs and Northern Development), seconded by Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), Bill C-120, An Act to amend the Yukon Quartz Mining Act and the Yukon Placer Mining Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

MOTIONS

By unanimous consent, Ms. Augustine (Parliamentary Secretary to the Prime Minister), seconded by Mrs. Gagnon (Québec), Mr. Abbott (Kootenay East) and Mr. Robinson (Burnaby -- Kingsway), moved, -- That, this House take note of the important contribution of Black Canadians to the settlement, growth and development of Canada, the diversity of the Black community in Canada and its importance in the history of this country, and recognize February as Black History Month.

By unanimous consent, Ms. Meredith (Surrey -- White Rock -- South Langley) for Mrs. Ablonczy (Calgary North), seconded by Mr: Hanger (Calgary Northeast), moved, -- That the Bill be now read a second time and referred to a Committee of the Whole.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the second time and referred to a Committee of the Whole.

The Committee considered the Bill and reported it without amendment.

MOTIONS

By unanimous consent, it was ordered, -- That, notwithstanding Standing Order 76(1), all notices of motions at report stage filed today for Bill C-101, An Act to continue the National Transportation Agency as the Canadian Transportation Agency, to consolidate and revise the National Transportation Act, 1987 and the Railway Act and to amend or repeal other Acts as a consequence, be deemed to have been filed on Wednesday, December 13, 1995.

PRIVATE MEMBERS' BUSINESS

Mr. Hanger (Calgary Northeast), seconded by Mr. Thompson (Wild Rose), moved, -- That, in the opinion of this House, the Immigration and Refugee Board should be dismantled and its functions subsumed into the Department of Citizenship and Immigration where refugee claims would be heard and decided by well trained and accountable immigration officers.
