PRAYERS

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. McClelland (Edmonton Southwest), seconded by Mr. Ramsay (Crowfoot), moved, -- That, in the opinion of this House, the government should consider the advisability of amending the Standing Orders to put in place a procedure whereby, at least once during a Session, petitions presented during that Session are considered by the elected representatives of Canadians, and may be the subject matter of debate and brought to a vote at the end of the debate, such as for example:

      (a) the subject matter of the petition prohibiting the importation, distribution, sale and manufacture of ``serial killer cards'',
      (b) the subject matter of the petition requesting changes to the Young Offenders Act to make it more difficult for dangerous Young Offenders to be released, such as the petition presented in memory of the late Rosalynn Dupuis, and
      (c) a petition which will be presented requesting the government to bring forward a Bill which would make recall of Members of the House of Commons a part of the law.

Debate arose thereon.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Peters (Secretary of State (International Financial Institutions)) for Mr. Martin (Minister of Finance), seconded by Mr. Collenette (Minister of National Defence and Minister of Veterans Affairs), Bill C-13, An Act to amend the Excise Tax Act and a related Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

    His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act to amend the Excise Tax Act and a related Act''.
