Presenting Reports from Committees

Mr. Bélisle (La Prairie), from the Standing Committee on Public Accounts, presented the 10th Report of the Committee (Chapter 18 of the 1993 Auditor General's Report). -- Sessional Paper No. 8510-351-107.

Pursuant to Standing Order 109, the government was requested by the Committee to table a comprehensive response.

A copy of the relevant Minutes of Proceedings and Evidence (Issues Nos. 20, 23 and 34, which includes this Report) was tabled.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons) for Mr. Goodale (Minister of Agriculture and Agri-Food), seconded by Mr. Irwin (Minister of Indian Affairs and Northern Development), Bill C-92, An Act to amend the Canadian Wheat Board Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Crête (Kamouraska -- Rivière-du-Loup), seconded by Mr. Bélisle (La Prairie), Bill C-328, An Act to amend the Unemployment Insurance Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Riis (Kamloops), one concerning social policies (No. 351-3254), one concerning the mining industry (No. 351-3255) and one concerning the parole system (No. 351- 3256).

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Bernier (Mégantic -- Compton -- Stanstead), seconded by Mr. Fillion (Chicoutimi), moved, -- That this House deplore the federal government's delay in responding to Quebec's demands with regard to the education of young Aboriginals in the Quebec North amounting to $119 million, to the compensation of $135 million under the 1991-92 stabilization program and to the $79 million claim for expenses incurred during the events at Oka in the summer of 1990.

Debate arose thereon.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Bernier (Mégantic -- Compton -- Stanstead), seconded by Mr. Fillion (Chicoutimi), in relation to the Business of Supply.

The debate continued.

At 5:15 p.m., pursuant to Standing Order 81(16), the Speaker interrupted the proceedings.

The question was put on the motion and, by unanimous consent, the recorded division was deferred until Tuesday, May 30, 1995, at 5:30 p.m.

PRIVATE MEMBERS' BUSINESS

At 5:20 p.m., by unanimous consent, the House proceeded to the consideration of Private Members' Business.

Mr. Szabo (Mississauga South), seconded by Mrs. Payne (St. John's West), moved, -- That, in the opinion of this House, the government should consider the following initiatives for addressing the underground economy:

      (a) an enhanced information campaign to educate the public and to encourage their participation in addressing the problem;
      (b) a limited amnesty on interest and penalties otherwise payable when a taxpayer voluntarily declares income previously undeclared;
      (c) a tax credit to taxpayers on home improvements and renovations to provide an inducement to create the essential paper trail and to serve as one of the primary vehicles for the information campaign. (Private Members' Business M-382)

Debate arose thereon.

Pursuant to Standing Order 93, the time provided for consideration of Private Members' Business expired and the Order was dropped to the bottom of the order of precedence on the Order Paper.
