DAILY ROUTINE OF BUSINESS

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Anderson (Minister of National Revenue), seconded by Mr. Eggleton (President of the Treasury Board and Minister responsible for Infrastructure), Bill C-11, An Act to amend the Excise Act, the Customs Act and the Tobacco Sales to Young Persons Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act to amend the Excise Act, the Customs Act and the Tobacco Sales to Young Persons Act''.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Crête (Kamouraska -- Rivière-du-Loup), seconded by Mr. Duceppe (Laurier -- Sainte-Marie), moved, -- That this House urge the Government to strike a Special Committee of the House, composed of representatives of all the official parties, with a mandate to examine public expenditures by the federal government in light of the Report by the Auditor General of Canada, concerning overlap between federal and provincial government programs and in accordance with the following guidelines:

(1) the Committee's deliberations would be an open and transparent process allowing for the public examination of official matters;

(2) the Committee would have the power to subpoena any witnesses whose testimony would be considered helpful;

(3) the Committee would be required to report to the House by June 23, 1994;

and that this House urge the government to promise to provide an official reaction to this Committee's Report by tabling in the House its response to the recommendations on the first sitting day after September 1, 1994.

Debate arose thereon.
