PRIVATE MEMBERS' BUSINESS

At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on National Defence and Veterans Affairs of Bill C-258, An Act respecting the establishment and award of a Canadian Volunteer Service Medal and Clasp for United Nations Peacekeeping to Canadians serving with a United Nations peacekeeping force.

Mr. Frazer (Saanich -- Gulf Islands), seconded by Mr. Ringma (Nanaimo -- Cowichan), moved, -- That the Bill be now read a second time and referred to the Standing Committee on National Defence and Veterans Affairs.

Debate arose thereon.

Pursuant to Standing Order 96(1), the time provided for consideration of Private Members' Business expired and the Order was dropped from the Order Paper.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Rock (Minister of Justice), seconded by Mr. Peters (Secretary of State (International Financial Institutions)), -- That Bill C-37, An Act to amend the Young Offenders Act and the Criminal Code, be now read a third time and do pass.

The debate continued.

INTRODUCTION OF GOVERNMENT BILLS

By unanimous consent, on motion of Mr. Martin (Minister of Finance), seconded by Mr. Gray (Leader of the Government in the House of Commons and Solicitor General of Canada), pursuant to Standing Orders 68(2) and 69(1), Bill C-73, An Act to provide borrowing authority for the fiscal year beginning on April 1, 1995, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

    His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act to provide borrowing authority for the fiscal year beginning on April 1, 1995''.
