Statements by Ministers

Pursuant to Standing Order 33(1), Mr. Dingwall (Minister of Public Works and Government Services) commenced a statement.


The attention of the Speaker was drawn to the lack of quorum.

Accordingly, a count of the House was taken and there were less than twenty members present.

At 10:15 a.m., pursuant to Standing Order 29(3), the bells were sounded to call in the Members.

At 10:16 a.m., a quorum was found and the Speaker ordered the ringing of the bells stopped.


Mr. Dingwall (Minister of Public Works and Government Services) concluded his statement.

Presenting Reports from Committees

Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 44th Report of the Committee, which was as follows:

Pursuant to Standing Order 114, the Committee recommends the following change in the membership of the Standing Committee on Finance:

Plamondon for Asselin

The Committee also recommends, pursuant to Standing Order 104, that the following Members be added to the list of Associate Members of Standing Committees:

-- Finance: Asselin, Laurin

-- Health: Ménard

A copy of the relevant Minutes of Proceedings and Evidence (Issue No. 28, which includes this Report) was tabled.

Motions

By unanimous consent, it was ordered, -- That the 44th Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Hart (Okanagan -- Similkameen -- Merritt), one concerning the Canadian Human Rights Act (No. 351-1155) and one concerning euthanasia (No. 351-1156);

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Dupuy (Minister of Canadian Heritage), seconded by Mr. Gerrard (Secretary of State (Science, Research and Development)), -- That Bill C-53, An Act to establish the Department of Canadian Heritage and to amend and repeal certain other Acts, be now read a second time and referred to the Standing Committee on Canadian Heritage;

And of the amendment of Mrs. Tremblay (Rimouski -- Témiscouata), seconded by Mrs. Gagnon (Québec), -- That the motion be amended by striking out all the words after the word ``That'' and substituting the following:

    ``Bill C-53, An Act to establish the Department of Canadian Heritage and to amend and repeal certain other Acts, be not now read a second time but that the Order be discharged, the Bill withdrawn and the subject-matter thereof referred to the Standing Committee on Canadian Heritage.''

The debate continued.

MOTIONS

By unanimous consent, it was ordered, -- That, notwithstanding any Order of the House, any recorded division on Government Bills or Private Members' Business to be taken on October 27 or 28, 1994, be deferred until Tuesday, November 1, 1994, at the expiry of the time provided for Government Orders.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Dupuy (Minister of Canadian Heritage), seconded by Mr. Gerrard (Secretary of State (Science, Research and Development)), -- That Bill C-53, An Act to establish the Department of Canadian Heritage and to amend and repeal certain other Acts, be now read a second time and referred to the Standing Committee on Canadian Heritage;

And of the amendment of Mrs. Tremblay (Rimouski -- Témiscouata), seconded by Mrs. Gagnon (Québec).

The debate continued.

Mr. McClelland (Edmonton Southwest), seconded by Mrs. Brown (Calgary Southeast), moved the following sub-amendment, -- That the amendment be amended by adding after the words ``Standing Committee on Canadian Heritage'' the following:

    ``and that the Standing Committee report back to the House no later than June 23, 1995.''

Debate arose thereon.

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Foreign Affairs and International Trade of Bill C-57, An Act to implement the Agreement Establishing the World Trade Organization.

Mr. MacLaren (Minister for International Trade), seconded by Mr. Gray (Leader of the Government in the House of Commons and Solicitor General of Canada), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Foreign Affairs and International Trade.

Debate arose thereon.

PRIVATE MEMBERS' BUSINESS

At 5:50 p.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Finance of Bill C-238, An Act to amend the Income Tax Act (child support payments).

Mrs. Gagnon (Québec), seconded by Mr. Tremblay (Rosemont), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Finance.

Debate arose thereon.

Pursuant to Standing Order 96(1), the time provided for consideration of Private Members' Business expired and the Order was dropped from the Order Paper.

PROCEEDINGS ON ADJOURNMENT MOTION

At 6:50 p.m., pursuant to Standing Order 38(1), the question ``That this House do now adjourn'' was deemed to have been proposed.

After debate, the question was deemed to have been adopted.
