PRIVATE MEMBERS' BUSINESS

At 11:01 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Industry of Bill C-220, An Act to amend the Hazardous Products Act.

Mr. Crawford (Kent), seconded by Mr. O'Reilly (Victoria -- Haliburton), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Industry.

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.

INTERRUPTION

At 11:31 a.m., the sitting was suspended.

At 12:00 noon, the sitting resumed.

GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill C-49, An Act to amend the Department of Agriculture Act and to amend or repeal certain other Acts, as reported by the Standing Committee on Agriculture and Agri-Food without amendment.

Mr. Easter (Malpeque), seconded by Mr. Dromisky (Thunder Bay -- Atikokan), moved, -- That Bill C-49, in Clause 7, be amended by replacing line 19, on page 2, with the following:

    ``before it are replaced by the following:

ANNUAL REPORT WITH ESTIMATES

      6. The minister shall cause to be prepared a report showing the operation of the department for every fiscal year and shall include it with the Estimates for the Department for the second fiscal year following the fiscal year covered by the report, when the Estimates are laid before Parliament.''

Debate arose thereon.

The question was put on the motion and, pursuant to Standing Order 76.1(8), the recorded division was deferred.

By unanimous consent, Mr. Kerpan (Moose Jaw -- Lake Centre), seconded by Mr. Benoit (Vegreville), moved, -- That Bill C-49, in Clause 6, be amended by replacing line 17, on page 2, with the following:

    ``any inspection powers, duties or functions''.

Debate arose thereon.

The question was put on the motion and it was negatived.

Pursuant to Standing Order 76.1(8), the House proceeded to the taking of the deferred recorded division at report stage of Bill C-49, An Act to amend the Department of Agriculture Act and to amend or repeal certain other Acts, as reported by the Standing Committee on Agriculture and Agri-Food without amendment.

Pursuant to Standing Order 45(5)(a), the deferred recorded division was further deferred until Tuesday, October 18, 1994, at the expiry of the time provided for Government Orders.


The House resumed consideration of the motion of Mr. Manley (Minister of Industry), seconded by Mr. Robichaud (Secretary of State (Agriculture and Agri-Food, Fisheries and Oceans)), -- That Bill C-46, An Act to establish the Department of Industry and to amend and repeal certain other Acts, be now read a second time and referred to the Standing Committee on Industry;

And of the amendment of Mr. Rocheleau (Trois-Rivières), seconded by Mr. Jacob (Charlesbourg), -- That the motion be amended by striking out all the words after the word ``That'' and substituting the following:

    ``this House declines to give second reading to Bill C-46, An Act to establish the Department of Industry and to amend and repeal certain other Acts, given that the principle of the Bill fails to put an end to duplication and overlap in that it does not recognize Quebec's exclusive jurisdiction over regional economic development.'';

And of the sub-amendment of Mr. McClelland (Edmonton Southwest) seconded by Mr. Schmidt (Okanagan Centre), -- That the amendment be amended

    (a) by striking out the word ``Quebec's'' and substituting the following:
      ``each province's''; and
    (b) by deleting the word ``regional''.
