Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, October 23, 2023, the committee proceeded to a technical briefing on Bill C-26, An Act respecting cyber security, amending the Telecommunications Act and making consequential amendments to other Acts.

The witnesses made statements and answered questions.

At 3:48 p.m., the sitting was suspended.

At 3:53 p.m., the sitting resumed.

The committee proceeded to the consideration of matters related to committee business.

Pursuant to Standing Order 106(2), the clerk of the committee presided over the election of the Acting Chair for this meeting.

Peter Julian moved, — That Ron McKinnon be elected Acting Chair for this meeting.

Motion

Glen Motz moved, — That Eric Melillo be elected Acting Chair for this meeting.

The question was put on the motion of Peter Julian and it was agreed to on the following recorded division:

YEAS: Chris Bittle, Iqwinder Gaheer, Peter Julian, Christine Normandin, Jennifer O'Connell, Peter Schiefke — 6;

NAYS: Dane Lloyd, Eric Melillo, Glen Motz, Doug Shipley — 4.

It was agreed, — That Ron McKinnon be elected Acting Chair for this meeting.

Pursuant to the order of reference of Monday, March 27, 2023, the committee commenced consideration of Bill C-26, An Act respecting cyber security, amending the Telecommunications Act and making consequential amendments to other Acts.

The witnesses made statements.

The committee proceeded to the consideration of matters related to committee business.

Motion

Larry Brock moved, —

Given that,

After 8 years of Liberal government, car thefts across Canada have drastically increased, including:

  • 93% in Saint John
  • 106% in Montreal
  • 122% in Ottawa-Gatineau
  • 190% in Moncton
  • 217% in Toronto

Auto theft is devastating for those impacted, and costs are being passed on to consumers in the form of higher insurance premiums, therefore the committee report this to the House its grave concern about the increased auto theft, that the Minister of Public Safety has not offered any new measures to immediately tackle the problem and recognize the government’s failure to act on this matter and the committee immediately:

  1. Call the Minister of Public Safety to appear before committee within two weeks of this motion being adopted
  2. Call the RCMP, CBSA and industry experts to appear before committee within two weeks of this motion being adopted

Debate arose thereon.
