Pursuant to Standing Order 108(2), the committee commenced its study of the subject matter of the Supplementary Estimates (B), 2023‑24: Vote 1b under Communications Security Establishment, Votes 1b, 5b and 10b under Department of National Defence and Vote 1b under Military Police Complaints Commission.

The Minister made a statement and, with Caroline Xavier, Bill Matthews, Nancy Tremblay, Cheri Crosby, and LGen Frances J. Allen, answered questions.

At 4:30 p.m., the sitting was suspended.

At 4:31 p.m., the sitting resumed.

Motion

James Bezan moved, —

That the committee report to the House, based on testimony:
  1. the state of munitions production and procurement in Canada is abysmal;
  2. the state of readiness of the Canadian Armed Forces is declining;
  3. the Canadian Armed Forces possesses insufficient quantities of certain munitions and;
That the committee call on the Government to:
  1. reverse the $1‑billion budget cut announced by the Liberal government to the Department of National Defence and the Canadian Armed Forces;
  2. expand munitions production in Canada;
  3. increase munition exports to Ukraine; and
  4. support the development of weapons and munitions manufacturing capabilities in Ukraine by Canadian industry.

Debate arose thereon.

At 5:18 p.m., the committee adjourned to the call of the Chair.
