Pursuant to Standing Order 108(3)(f) and the motion adopted by the committee on Monday, January 29, 2024, the committee resumed its study of language obligations related to the process of staffing or making appointments to key positions.

Wendy Bullion-Winters and Jennifer Carr made statements and answered questions.

Motion

Joël Godin moved, —

Whereas, according to Statistics Canada data, official language minority communities are predominantly located in rural and remote areas; Whereas the carbon tax has a greater impact on Canada's rural and remote communities; Whereas a 23% increase in the carbon tax is scheduled for April 1, 2024;

Whereas 70% of Canadians oppose this increase; Whereas 7 provincial Premiers have also opposed this increase;

Be it resolved that the Committee calls on the government to immediately reverse its decision to increase the carbon tax on April 1st.

RULING BY THE CHAIR

The Chair ruled the motion inadmissible as it exceeded the mandate of the committee.

Whereupon, Joël Godin appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:

YEAS: Niki Ashton, Mario Beaulieu, Francis Drouin, Angelo Iacono, Arielle Kayabaga, Darrell Samson, Marc G. Serré — 7;

NAYS: Marc Dalton, Bernard Généreux, Joël Godin, Stephanie Kusie — 4.

Joël Godin moved, — Whereas, according to Statistics Canada data, Acadians in Newfoundland and Labrador are predominantly located in rural areas; Whereas the carbon tax has a greater impact on rural and remote communities; Whereas a 23% increase in the carbon tax is scheduled for April 1, 2024; Whereas 70% of Canadians oppose this increase; Whereas the Premier of Newfoundland and Labrador opposes this increase; Be it resolved that the Committee calls on the government to immediately reverse its decision to increase the carbon tax on April 1st.

It was agreed, — That the proposed budget in the amount of $16 900, for the study of federal funding for minority-language post-secondary institutions, be adopted.

It was agreed, — That the proposed budget in the amount of $5 250, for the study of language obligations related to the process of staffing or making appointments to key positions, be adopted.

At 5:31 p.m., the committee adjourned to the call of the Chair.
