The committee proceeded in camera to the consideration of matters related to committee business.

It was agreed, — That the Eighth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

  1. That, the committee proceed to the study of Proposals for a Miscellaneous Statute Law Amendment Act, 2023 at its meeting of Monday, February 12, 2024;
  2. That, the committee proceed to the study of Bill C‑332 and hears from its sponsor at its meeting of Thursday, February 15, 2024;
  3. That, the committee proceed to the study of Bill C‑332 and hears from witnesses at its meetings of Monday, February 26 and Thursday, February 29, 2024;
  4. That, for the purpose of the study on Bill C‑332, the members potential witness lists be submitted to the clerk of the committee no later than Friday, February 16, 2024;
  5. That, the Subcommittee on Agenda and Procedure meet for the last thirty minutes of the meeting of Thursday, February 29, 2024.

At 9:31 a.m., the sitting was suspended.

At 9:37 a.m., the sitting resumed in public.

Pursuant to Standing Order 108(2), the committee commenced its study of hate and violence directed toward the 2SLGBTQI+ community.

The committee resumed consideration of the motion of Randall Garrison moved on Wednesday, June 21, 2023 which read as follows:

That, given the rising tide of hate and violence directed toward the 2SLGBTQI+ community at home and around the world, the House call on leaders at all levels of government in Canada to:

  1. speak out strongly in favour of Canadian values of equality and inclusion for the 2SLGBTQI+ community;
  2. deplore all disruptions of lawful public activities including Pride events and all children’s sport and educational activities; and
  3. condemn all attempts to disrupt democratic institutions including school boards when dealing with policies concerning equality and inclusion;

and that the committee report the motion to the House.

Debate arose thereon.

Amendment

Rob Moore moved, —

That the motion be amended by replacing all the words after the word ''That,'', with the following:

''given the rising tide of hate and violence directed toward minority communities at home and around the world, the House call on leaders at all levels of government in Canada to:

  1. Speak out strongly in favour of Canadian values of equality and inclusion of all Canadians;
  2. Reiterate the right of all Canadians to assemble peacefully—including for Pride events, sports events, educational activities, religious activities in places of worship, etc; and,
  3. Reaffirm that democratic institutions including school boards are free to debate matters openly and freely, including on matters of equality and inclusion.''

Debate arose thereon.

At 9:54 a.m., the sitting was suspended.

At 9:59 a.m., the sitting resumed.

After debate the Chair ruled the amendment out of order as it constitute a new motion.
