The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the Fourth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

  1. That the meetings of February 1, 6 and 8, 2023 be held to hear witnesses on the committee’s study on Extradition Law reform.
  2. That, pursuant to Standing Order 108(2), the committee undertake a comprehensive study regarding Canada’s bail system; that a report is tabled in the House with the committee’s recommendations to answer the call for immediate action from all 13 premiers of the provinces and territories who, in their letter to the Prime Minister dated Friday, January 13, 2023, unanimously urge the strengthening of Canada’s bail system, particularly where gun violence is concerned, to better protect the public and Canada’s heroic first responders; that the committee hold at least six meetings to hear from witnesses on this topic, including testimony from law enforcement, municipalities, legal professionals, the Minister of Justice, the Minister of Public Safety and Canadians who have been directly impacted by the current state of the Canadian bail system; and that this committee prioritize this study and begin hearings immediately after hearing witnesses on the committee’s study on Extradition Law reform.
  3. That the meeting of Monday, February 13, 2023, for the first hour be to begin a study on Canada’s bail system and for the second hour be drafting instructions on the study of Extradition Law reform.
  4. That the meeting of Wednesday, February 15, 2023, be held to hear witnesses on the Canada’s bail system study.
  5. That the deadline to submit witnesses on the Extradition Law reform study be at noon on Wednesday, February 1, 2023.
  6. That the committee submit its plan to travel to Europe again to the Subcommittee on Committee Budgets of the Liaison Committee before Wednesday, February 8, 2023.

At 4:24 p.m., the committee adjourned to the call of the Chair.
