Pursuant to the order of reference of Monday, April 24, 2023, the committee resumed consideration of Bill C-27, An Act to enact the Consumer Privacy Protection Act, the Personal Information and Data Protection Tribunal Act and the Artificial Intelligence and Data Act and to make consequential and related amendments to other Acts.

Philippe Dufresne made a statement.

Motion

Brad Vis moved, — That, pursuant to Standing Order 108(1), the Committee order the Minister of Innovation, Science and Industry and his department to produce the amendments, briefing notes, and memos, referencing the amendments discussed by the Minister in his opening remarks to the Committee on September 26, 2023, provided that these documents be deposited with the Clerk of the Committee within five business days.

Debate arose thereon.

Motion

Ryan Turnbull moved, — That the debate be now adjourned.

The question was put on the motion and it was negatived on the following recorded division:

YEAS: Francis Drouin, Iqwinder Gaheer, Sonia Sidhu, Francesco Sorbara, Ryan Turnbull — 5;

NAYS: Bernard Généreux, Sébastien Lemire, Brian Masse, Rick Perkins, Brad Vis, Ryan Williams — 6.

The committee resumed consideration on the motion of Brad Vis.

Rick Perkins moved, — That the motion be amended by adding the words “That the committee pause its study on Bill C-27 until the Minister produces the amendments discussed and he referred to in his opening remarks” be added after the words “within five business days”.

After debate, the question was put on the amendment of Rick Perkins and it was negatived on the following recorded division:

Ryan Turnbull moved, — That the motion be amended by deleting the words “briefing notes, and memos, referencing the amendments” and the words “within five business days” and be replaced by the words “when they are available, and that the Minister return to speak to them”.

Debate arose thereon.

Subamendment

Rick Perkins moved, — That the amendment be amended by replacing the words “when they are available” with the words “within five business days”.

At 16:50, the sitting was suspended.
