Pursuant to Standing Order 108(2) and the motion adopted by the committee on Wednesday, February 9, 2022, the committee resumed its study of Canada's health workforce.

The committee resumed consideration of a draft report.

At 11:44 a.m., the sitting was suspended.

At 11:51 a.m., the sitting resumed.

The committee resumed consideration of a draft report.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the Chief Public Health Officer and representatives of the Public Health Agency of Canada and the National Advisory Committee on Immunization be invited to appear before the committee on Tuesday, October 18, 2022, in connection with the study of the emergency situation facing Canadians in light of the COVID-19 pandemic.

It was agreed, — That the committee proceed to sit in public.

At 12:32 p.m., the sitting was suspended.

At 12:45 p.m., the sitting resumed in public.

Pursuant to Standing Order 108(2), the committee commenced its study of over-the-counter paediatric medication.

Motion

Michael Barrett moved, — That, due to nationwide shortages of over-the-counter paediatric medication, the committee report to the House its recommendation that the Government of Canada allow the importation and sale of foreign language labelled products of the same drug formulation to address the shortage.

Debate arose thereon.

Amendment

Sonia Sidhu moved, — That the motion be amended by replacing all the words following “its” with the following: "support for the Government of Canada continuing to allow the importation and sale of foreign language labelled products of the same drug formulation to address the shortage, as is already allowed under the Food and Drug Regulations; and, to ensure that patients and caregivers understand what medication they are consuming, work should also be done in partnership with providers to add information to the label in both official languages".

Debate arose thereon.

Subamendment

Don Davies moved, — That the motion be amended by replacing the word “should” with the word “must”.

After debate, the question was put on the subamendment of Don Davies and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

After debate, the question was put on the amendment of Sonia Sidhu, as amended, and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

After debate, the question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

The motion, as amended, read as follows:

That, due to nationwide shortages of over-the-counter paediatric medication, the committee report to the House its support for the Government of Canada continuing to allow the importation and sale of foreign language labelled products of the same drug formulation to address the shortage, as is already allowed under the Food and Drug Regulations; and, to ensure that patients and caregivers understand what medication they are consuming, work must also be done in partnership with providers to add information to the label in both official languages.

ORDERED, — That the Chair present the report to the House.

At 1:12 p.m., the committee adjourned to the call of the Chair.
