Pursuant to the order of reference of Wednesday, November 16, 2022, the committee commenced consideration of Bill C-281, An Act to amend the Department of Foreign Affairs, Trade and Development Act, the Justice for Victims of Corrupt Foreign Officials Act (Sergei Magnitsky Law), the Broadcasting Act and the Prohibiting Cluster Munitions Act.

Philip Lawrence made a statement and answered questions.

At 11:57 a.m., the sitting was suspended.

At 12:03 p.m., the sitting resumed.

Heidi Hulan made a statement and, with Amy Awad, Marie-Josée Langlois and Angelica Liao-Moroz, answered questions.

Committee Business
The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed budget of the subcommittee on International Human Rights in the amount of $ 7,225.00, for the study of the Chinese government's residential boarding schools and preschools in the Tibet autonomous regions and all Tibetan autonomous prefectures and counties, be adopted.

It was agreed, — That the proposed budget in the amount of $ 9,400.00, for the consideration of Bill C-281, An Act to amend the Department of Foreign Affairs, Trade and Development Act, the Justice for Victims of Corrupt Foreign Officials Act (Sergei Magnitsky Law), the Broadcasting Act and the Prohibiting Cluster Munitions Act, be adopted.

It was agreed, — That the members of the committee submit to the clerk their proposed amendments to Bill C-281, An Act to amend the Department of Foreign Affairs, Trade and Development Act, the Justice for Victims of Corrupt Foreign Officials Act (Sergei Magnitsky Law), the Broadcasting Act and the Prohibiting Cluster Munitions Act, no later than 5:00 p.m. ET on Wednesday, April 12, 2023.

It was agreed, — That the committee commence clause-by-clause consideration of Bill C-281, An Act to amend the Department of Foreign Affairs, Trade and Development Act, the Justice for Victims of Corrupt Foreign Officials Act (Sergei Magnitsky Law), the Broadcasting Act and the Prohibiting Cluster Munitions Act on Tuesday, April 18, 2023.

At 1:07 p.m., the committee adjourned to the call of the Chair.
