Pursuant to Standing Order 108(3)(h) and the motion adopted by the committee on Wednesday, December 6, 2023, the committee resumed its study of federal government's use of technological tools capable of extracting personal data from mobile devices and computers.

Evan Light made a statement and answered questions.

At 12:03 p.m., the sitting was suspended.

At 12:12 p.m., the sitting resumed.

Nathan Prier and Jennifer Carr made statements and answered questions.

René Villemure gave notice of the following motion:

That, in accordance with section 108(3)(h), the Committee undertake a study of the ethics and compliance with the rules of professional conduct in the awarding of contracts entered into by the government and the companies GCStrategies and Coredal systems consulting inc, with regard to the ethical obligations arising from the Code of Values and Ethics for the Public Sector;

That the Committee allocate a minimum of four meetings to this study;

That the Committee invite to testify:

  1. Jointly, for two hours, Anita Anand President of the Treasury Board and Jean-Yves Duclos Minister of Public Services and Procurement Canada, as well as public servants;
  2. For two hours, the President of the Canada Border Services Agency, Erin O'Gorman, and public servants;
  3. And any other witnesses the Committee deems necessary.

That the Committee report its observations and recommendations to the House.

Questioning of the witnesses resumed.

At 1:06 p.m., the committee adjourned to the call of the Chair.
