The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the committee proceed to sit in public.

At 11:18 a.m., the sitting was suspended.

At 11:26 a.m., the sitting resumed in public.

Motion

Chris Lewis moved, — That, pursuant to the motion adopted by the committee on June 6, 2022, to undertake a study of the potential impacts of the ArriveCAN application on certain Canadian sectors, the committee undertake three additional meetings under the study; that the Minister of International Trade, Export Promotion, Small Business and Economic Development, the Minister of Tourism, and the Minister of Transport each be invited to appear; that, if possible, the meetings with the ministers be televised; that additional witnesses be selected from lists provided by the parties; and that the committee report back to the House of Commons.

It was agreed, — That the motion be amended by adding after the words “invited to appear” the following: “as of September 27, 2022, and subject to their availability”.

After debate, the question was put on the motion, as amended, and it was agreed to on the following recorded division:

The motion, as amended, read as follows:

That, pursuant to the motion adopted by the committee on June 6, 2022, to undertake a study of the potential impacts of the ArriveCAN application on certain Canadian sectors, the committee undertake three additional meetings under the study; that the Minister of International Trade, Export Promotion, Small Business and Economic Development, the Minister of Tourism, and the Minister of Transport each be invited to appear as of September 27, 2022, and subject to their availability; that, if possible, the meetings with the ministers be televised; that additional witnesses be selected from lists provided by the parties; and that the committee report back to the House of Commons.

At 11:40 a.m., the sitting resumed in camera.

It was agreed, — That the committee request an update from the Minister of International Trade, Export Promotion, Small Business and Economic Development on her ministerial work from summer 2022, including but not limited to the following: the second Canada-United States-Mexico Agreement (CUSMA) Free Trade Commission meeting; Association of Southeast Asian Nations (ASEAN) Ministerial meetings; Canada-Mexico High-Level Economic Dialogue; Canada-German trade and investment relations; summer negotiations for a Canada-India trade agreement; and, Canada’s CUSMA challenge to United States softwood lumber duties; that the committee invite the minister to appear for two hours, in addition to officials; and that the meeting be televised.

It was agreed, — That the committee invite the Ambassador and Permanent Representative to the World Trade Organization (WTO), Ms. Nadia Theodore, to appear to update the committee on recent developments at the WTO.

It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a study on the impacts on Canadian businesses resulting from the United States Inflation Reduction Act with a focus on sectors most impacted such as critical mineral extraction, auto-sector and electric vehicle auto-sector and clean technology and energy; that the committee hold a minimum of three meetings for this purpose; and that the committee report its findings and recommendations to the House.
