The committee proceeded to the consideration of matters related to committee business.

The Chair presented the Second Report from the Subcommittee on Agenda and Procedure, which read as follows:

Your subcommittee met on Wednesday, January 27, 2021, to consider the business of the committee and agreed to make the following recommendations:

1. That, at its meetings on February 1 and 3, 2021, the committee hear from witnesses in relation to its study of the Parole Board and the circumstances that led to a young woman's death, and that, the parties submit the choice of witnesses to the clerk of the committee no later than 10:00 a.m. on Thursday, January 28, 2021.

2. That, at its meeting on Wednesday, February 17, 2021, the committee consider the draft report in relation to its study of Systemic Racism in Policing in Canada.

3. That Richard Bragdon, MP, be invited to appear in relation to Bill C-228 at the committee’s meeting on Monday, February 22, 2021 for the first hour, and that the committee hear from witnesses on the Bill in the second hour.

4. That, at its meeting on Wednesday, February 24, 2021, the committee receive a briefing from Citizens Lab and other relevant groups on online hate groups, specifically, regarding their presence in the public space and the method of designating groups as terrorist entities.

On motion of Pam Damoff, it was agreed, — That the Second Report of the subcommittee be adopted.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, October 8, 2020, the committee resumed its study of Parole Board of Canada and the circumstances that led to a young woman's death.

Josianne Grenier and Sandra Wesley made statements and answered questions.

At 5:01 p.m., the sitting was suspended.

At 5:05 p.m., the sitting resumed.

David Henry and Stanley Stapleton made statements and, with David Neufeld, answered questions.

At 5:45 p.m., the committee adjourned to the call of the Chair.
