Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, October 8, 2020, the committee resumed its study of systemic racism in policing in Canada.

Alain Babineau and Patrick Roy made statements and, with Éric Roger, answered questions.

At 4:35 p.m., the sitting was suspended.

At 4:41p.m., the committee resumed sitting in camera.

On motion of Jack Harris, it was agreed, — That the relevant sections of the Final Report on the Implementation of the Merlo Davidson Settlement Agreement and the testimony of the Honourable Michel Bastarache from December 2, 2020, be taken into consideration for the Committee’s report on systemic racism in policing in Canada.

On motion of Kamal Khera, it was agreed, — That members endeavour to submit draft recommendations for the Committee’s report on systemic racism in policing in Canada by December 18, 2020.

On motion of Glen Motz, it was agreed, — That the Committee invite the Commissioner of the RCMP and the Minister of Public Safety and Emergency Preparedness to appear, separately, in relation to the Final Report on the Implementation of the Merlo Davidson Settlement Agreement.

ORDERED, — That the Chair write to the Honourable Michel Bastarache thanking him for his appearance before the committee on December 2, 2020.

At 5:32 p.m., the committee adjourned to the call of the Chair.
