Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, October 22, 2020, the committee proceeded to a briefing on the current situation in Belarus.

David Sproule made a statement and, with Alison Grant, answered questions.

At 5:09 p.m., the sitting was suspended.

At 5:16 p.m., the sitting resumed in camera.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the Chair and the clerk provide the committee with specific recommendations regarding the security of the documents that Global Affairs Canada has been ordered to produce pursuant to the motion adopted on October 29, 2020.

It was agreed, — That pursuant to the motion adopted by the committee on October 29, 2020 regarding the granting of arms exports permits, that Global Affairs Canada provide all documents as requested with respect to arms exports permits to Turkey beginning in 2017.

It was agreed, — That the analysts prepare an outline for the study of arms exports permits.

It was agreed, — That, once the documents have been received from Global Affairs Canada, the Law Clerk and Parliamentary Counsel be invited to one meeting of the study of arms exports permits to discuss the sensitivity of the documents.

It was agreed, — That the draft outline for the study of the vulnerabilities created and exacerbated by the COVID-19 pandemic be adopted.

It was agreed, — That members send any witness lists for the first segment of the study of the vulnerabilities created and exacerbated by the COVID-19 pandemic to the clerk no later than 4:00 p.m. on Thursday, November 12, 2020.

It was agreed, — That any witnesses not appearing on a panel for the study of the vulnerabilities created and exacerbated by the COVID-19 pandemic be invited to submit a written brief to the committee.

At 5:54 p.m., the committee adjourned to the call of the Chair.
