     I'll call the meeting to order.
     Before we begin the meeting, I want to thank the clerk who is helping train us. We had originally said we were going to be in public for this meeting, but she has reminded me that notices of motion are confidential until they are moved. So we should go in camera because of the motions that are coming.
    We have to unanimously agree, or we have to debate for our new PROC rules. Is there any discussion?
    Can you explain to me the notice of motions being secret until they are moved?
    Yes. The notices of motion are confidential until they are moved in committee.
    Is that our rule? Where does that come from?
    That is a committee rule. It's a standing order.
    I wanted to go in camera because, obviously, it's against the spirit of this new motion we just passed, but if we're going to be unable to debate confidential notices of motion, I don't see a way around that.
    Will we not be able to consider the confidential notices of motion, if they haven't been moved?
    That's the situation.
    Can I move that we go in camera?
    All right. Is there any discussion?
