Pursuant to Standing Order 107(1), the Subcommittee resumed its study on budget submissions.

It was agreed, — That the Standing Committee on Official Languages be granted a travel budget of $76,253.40 to travel to Whitehorse, Yukon, Regina, Saskatchewan, and Vancouver, British Columbia, in the Summer and Fall 2018, in relation to its study of the Action Plan for Official Languages 2018-23: Investing in Our Future.

It was agreed, — That the Standing Committee on Veterans Affairs be granted a travel budget of $58,873.60 to travel Whitehorse, Yukon, and Yellowknife, Northwest Territories, in the Summer and Fall 2018, in relation to its study on Needs and Issues Specific to Indigenous Veterans, Part 2.

It was agreed, — That the Standing Committee on Foreign Affairs and International Development be granted a travel budget of $150,030.95 to travel to Iqaluit and Cambridge Bay, Nunavut, and Yellowknife and Inuvik, Northwest Territories, in the Summer and Fall 2018, in relation to its study on Canada’s Sovereignty in the Arctic.

It was agreed, — That the Standing Committee on Finance be granted a travel budget of $104,618.60 to travel to Toronto and Oshawa, Ontario, Québec, Quebec, Saint John, New Brunswick, and Charlottetown, Prince Edward Island, in the Summer and Fall 2018, in relation to its study of the Pre-Budget Consultations in Advance of the 2019 Budget.

It was agreed, — That the Standing Committee on Finance be granted a travel budget of $93,778.80 to travel to Winnipeg, Manitoba, Edmonton, Alberta, Victoria, British Columbia, and Whitehorse, Yukon, in the Summer and Fall 2018, in relation to its study of the Pre-Budget Consultations in Advance of the 2019 Budget.

It was agreed, — That the Standing Committee on Finance be granted a travel budget of $78,700.07 to travel to Sacramento, the San Francisco Bay Area and the Silicon Valley, California, and Houston, Texas, United States of America, in the Summer and Fall 2018, in relation to its study of the Pre-Budget Consultations in Advance of the 2019 Budget.

It was agreed, — That the Standing Committee on Fisheries and Oceans be granted a travel budget of $120,519.40 to travel to Vancouver Island, Prince Rupert, Bella Bella and Port Hardy, British Columbia, the Lake Winnipeg area, Selkirk and Gimli, Manitoba, the Southern Georgian Bay, the Bruce Peninsula, Toronto, Meaford, Tobermory and Wiarton, Ontario, in the Summer and Fall 2018, in relation to its study on the Current State of Department of Fisheries and Oceans' Small Craft Harbours.

It was agreed, — That the Standing Committee on National Defence be granted a travel budget of $49,945.30 to travel to New York, New York, United States of America, in the Summer and Fall 2018, in relation to its study on Canada’s Contributions to International Peacekeeping.

It was agreed, — That the Standing Committee on Public Accounts be granted a travel budget of $25,564 to travel to Charlottetown, Prince Edward Island, in the Fall 2018, in relation to the Annual Conference of the Canadian Council of Public Accounts Committees (CCPAC) and the Canadian Council of Legislative Auditors (CCOLA) Annual Conference.

It was agreed, — That the Standing Committee on Public Accounts be granted a travel budget of $33,724.69 to travel to London, United Kingdom, in the Fall 2018, in relation to the 2018 Westminster Workshop and the Second Conference of the Commonwealth Association of Public Accounts Committees.

It was agreed, — That the Standing Committee on Public Safety and National Security be granted a travel budget of $89,369.40 to travel to Saskatoon, Duck Lake and Maple Creek, Saskatchewan, Edmonton and Mâskwâcîs, Alberta, and Québec and Donnacona, Quebec, in the Summer and Fall 2018, in relation to its study on Indigenous People in the Correctional System.

It was agreed, — That the Standing Committee on Transport, Infrastructure and Communities be granted a travel budget of $92,039.38 to travel to Vancouver, British Columbia, the Niagara Region and Toronto, Ontario, and Seattle, Washington State, United States of America, in the Summer and Fall 2018, in relation to its study on the Canadian Transportation and Logistics Strategy (Trade Corridors).

It was agreed, — That the Standing Committee on National Defence be granted a budget of $1,200 for additional hospitality expenses.

The Subcommittee proceeded to the consideration of matters related to Subcommittee business.

It was agreed, — That the Subcommittee on Committee Budgets reaffirm the existing policy regarding the use of economy class tickets for domestic air travel.

It was agreed, — That the Subcommittee, through a letter sent by its Chair, invite all Committee Chairs to ask their committee to determine which of their studies may require committee travel during the period from January to March 2019;

that committees interested in travelling be invited to prepare a rationale for why such travel would be required and be requested to provide a high-level estimate of related travel costs;

that this information be provided to the Subcommittee, via its Clerk, no later than October 19, 2018; and

that budgets that may stem from those travel proposals be submitted to the Subcommittee, via its Clerk, no later than November 23, 2018.

At 1:48 p.m., the Subcommittee adjourned to the call of the Chair.
