The Subcommittee proceeded to the consideration of matters related to Subcommittee business.

The Clerk gave a presentation on the financial status of the global envelope for committee activities.

It was agreed, — That the Subcommittee recommend that the Liaison Committee consider making a request to the Board of Internal Economy that the annual funds in the amount of $250,000 for the purpose of financing forensic, e-consultation and other specialized experts, be transferred to the budget for funding all other committee activities, including operations, studies and travel.

Pursuant to Standing Order 107(1), the Subcommittee resumed its study on budget submissions.

It was agreed, — That the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities be granted a travel budget of $100,000.00 to travel to Kuujjuaq, Quebec, Saint John, New Brunswick, Toronto, Ontario, Winnipeg, Manitoba, Medicine Hat, Alberta, and Vancouver, British Columbia, in the Winter of 2017, in relation to its study on Poverty Reduction Strategies.

It was agreed, — That the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities be granted a project budget of $70,000.00, in relation to its study on Poverty Reduction Strategies.

It was agreed, — That the Standing Committee on National Defence be granted a travel budget of $65,283.13 to travel to Washington, D.C., United States of America, in the Winter-Spring of 2017, in relation to its study on Canada and the Defence of North America.

It was agreed, — That the Standing Committee on Transport, Infrastructure and Communities be granted a travel budget of $180,000.00 to travel to Iqaluit, Nunavut, Yellowknife and Hay River, Northwest Territories, and Whitehorse, Yukon, in the Winter-Spring of 2017, in relation to its study on Canadian Transportation and Logistics Strategy.

It was agreed, — That the Standing Committee on Foreign Affairs and International Development be granted a travel budget of $168,473.25 to travel to Kiev, Ukraine, Almaty, Kazakhstan, Riga, Latvia, and Warsaw, Poland, in the Winter-Spring of 2017, in relation to its study of the Situation in Eastern Europe and Central Asia 25 Years after the End of the Cold War.

It was agreed, — That the Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development be granted a travel budget of $34,644.94 to travel to Washington, D.C., United States of America, in the Winter-Spring of 2017, in relation to its study of Canada’s global engagement on human rights issues.

It was agreed, — That the Standing Committee on Justice and Human Rights be granted a travel budget of $17,845.81 to travel to London, United Kingdom, in the Winter of 2017, in relation to the Commonwealth Parliamentary Conference on the Rule of Law and Human Rights.

It was agreed, — That consideration of the travel budget requests submitted by the Standing Committee on Citizenship and Immigration be postponed until the next meeting of the Subcommittee.

The Subcommittee resumed consideration of matters related to Subcommittee business.

It was agreed, — That the request for reimbursement presented by Anthony Housefather regarding a witness who submitted his expense claim to the Standing Committee on Justice and Human Rights after the 60-day deadline be concurred in.

At 2:00 p.m., the Subcommittee adjourned to the call of the Chair.
