Pursuant to Standing Order 108(3)(a), the Committee proceeded to a briefing with the Conflict of Interest and Ethics Commissioner

Mary Dawson made a statement and, with Lyne Robinson-Dalpé, answered questions.

At 12:02 p.m., the sitting was suspended.

At 12:09 p.m., the sitting resumed.

Blake Richards took the Chair.

The Committee resumed its briefing with the Conflict of Interest and Ethics Commissioner. Questioning of the witnesses resumed.

At 12:36 p.m., the Hon. Larry Bagnell took the Chair.

At 12:41 p.m., the sitting was suspended.

At 12:45 p.m., the sitting resumed.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, in relation to the motion adopted by the Committee on Thursday, February 4, 2016, and notwithstanding the motion adopted by the Committee on Tuesday, February 16, 2016, the Committee invite the Minister of Democratic Institutions to appear on Tuesday, February 23, 2016 or on Tuesday, March 8, 2016; and that, depending on the Minister’s availability, the Committee proceed with its consideration of future work on the Conflict of Interest Code for Members of the House of Commons on Tuesday, February 23, 2016 or Tuesday, March 8, 2016.

It was agreed, — That, in relation to the motions adopted by the Committee on February 2, 2016 and February 16, 2016, pursuant to Standing Order 110 and 111, the Committee invite the two federal appointees to the Independent Advisory Board on Senate Appointments to appear at its meeting on Thursday February 25, 2016, by videoconference if necessary; and that the balance of the Committee’s time be devoted to consideration of matters relating to Committee business.

It was agreed, — That, in relation to the study of initiatives toward a family-friendly House of Commons, witnesses be invited to appear on Tuesday, March 8, 2016; and that witness lists be submitted to the Clerk by Tuesday, March 8, 2016.

At 1:09 p.m., the Committee adjourned to the call of the Chair.
