Pursuant to Standing Order 108(2), the Committee proceeded to a briefing by Reserves 2000 on the Reserve Force of the Canadian Army.

Brigadier-General (Retired) Pierre Boucher and Lieutenant-Colonel (Retired) John Selkirk made statements and answered questions.

At 9:43 a.m., the sitting was suspended.

At 9:47 a.m., the sitting resumed.

Communications Security Establishment

Pursuant to Standing Order 108(2), the Committee proceeded to a briefing on the ongoing activities of the Communications Security Establishment.

Greta Bossenmaier made a statement and, with Shelly Bruce et Dominic Rochon, answered questions.

At 10:38 a.m., the sitting was suspended.

At 10:40 a.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That a proposed budget in the amount of $ 1,900.00, for the briefing by Reserves 2000 on the Reserve Force of the Canadian Army, be adopted.

It was agreed, — That, in relation to the briefing by Reserves 2000 on the Reserve Force of the Canadian Army, the Committee consider a short draft report summarizing the concerns heard by the Committee and possible solutions regarding the Reserve Force; and that the report be presented to the House as well as to the Minister of National Defence as part of the defence policy review.

It was agreed, — That the Second Report of the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your Subcommittee met on Tuesday, May 17, 2016, to consider the business of the Committee and agreed to make the following recommendations:

1. That, in relation to the study of Canada and the Defence of North America, the Committee focus next on the Royal Canadian Navy and naval readiness.

2. That, notwithstanding the Committee’s routine motion pertaining to the distribution of draft reports, the consideration of the draft report on aerial readiness begin in less than a week following its distribution to the members of the Committee.
