Minutes of Proceedings
Randy Boissonnault moved, — That the Committee hold meetings to examine remediation agreements, the Shawcross Doctrine and the discussions between the Office of the Attorney General and Government colleagues; that the witness list include, but not be limited to: David Lametti, Minister of Justice and Attorney General, Nathalie Drouin, Deputy Minister of Justice and Deputy Attorney General, Michael Wernick, Clerk of the Privy Council; and that the Committee meet in camera on Tuesday, February 19, 2019, at a time set by the Chair, to discuss obtaining a legal opinion on the sub judice convention, potential additional witnesses and a timeline for the meetings.
Nathan Cullen moved, — That the motion be amended by:
(a) replacing the words “remediation agreements, the Shawcross Doctrine and the discussions between the Office of the Attorney General and Government colleagues” with the words “the role of the Attorney General in Canada’s system of justice and other pertinent legal matters”;
(b) adding after the words “Privy Council” the following: “, Jody Wilson-Raybould, Former Minister of Veterans Affairs, Gerald Butts, Principal Secretary to the Prime Minister, Mathieu Bouchard, Senior Advisor to the Prime Minister;”; and
(c) deleting the words “in camera”.
After debate, the question was put on the amendment of Nathan Cullen and it was negatived on the following recorded division:
YEAS: Michael Barrett, Michael Cooper, Nathan Cullen, Lisa Raitt — 4;
NAYS: Randy Boissonnault, Ali Ehsassi, Colin Fraser, Iqra Khalid, Ron McKinnon — 5.
The debate on the motion continued.
Michael Cooper moved, — That the motion be amended by adding after the words “for the meetings” the following: “; that the Committee call upon the Prime Minister to immediately waive any purported solicitor-client privilege involving the former Attorney General Judy Wilson-Raybould in respect of the SNC-Lavalin matter so that Ms. Wilson-Raybould can speak.”.

The Chair ruled that the amendment was out of order as it was outside the scope of the motion.
