Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, October 31, 2016, the Committee resumed its study of intellectual property and technology transfer.

Kenneth Porter, Stephen Susalka, by videoconference from Winston-Salem, North Carolina, and James Hinton, by videoconference from Kitchener, Ontario, made statements and answered questions.

At 10:18 a.m., the sitting was suspended.

At 10:20 a.m., the sitting resumed.

The Committee proceeded to the consideration of matters related to Committee business.

The Committee resumed consideration of the motion moved by Ben Lobb on Tuesday, April 11, 2017, which read as follows:

That the Committee consider undertaking a review of the recent acquisition of Retirement Concepts by Anbang Insurance and be satisfied that the acquisition met the Investment Canada Act threshold.

Amendment

Brian Masse moved, — That the motion be amended by deleting the words “the recent acquisition of Retirement Concepts by Anbang Insurance and be satisfied that the acquisition met”; that the motion be amended by deleting the word “threshold”; that the motion be amended by adding after the word “Act” the following: “including a departmental briefing and a reply from the Minister of Innovation, Science and Economic Development”.

Debate arose thereon.

At 10:47 a.m., the Committee adjourned to the call of the Chair.
