Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, December 6, 2018, the Committee resumed its study of the migration of lobster and snow crab in Atlantic Canada and the impact of changes to lobster carapace size.

It was agreed, — That a proposed budget in the amount of $7, 800, for the study of Bill S-203, An Act to amend the Criminal Code and other Acts (ending the captivity of whales and dolphins), be adopted.

Bernie Berry, by teleconference from Yarmouth, Nova Scotia, Pat O'Neill, by videoconference from Charlottetown, Prince Edward Island, Andrew J. Pershing, by videoconference from Portland, Maine, Arnault Le Bris, by videoconference from St. John's, Newfoundland and Labrador, and Alfred Fitzpatrick, made statements and, with Melanie Giffin, by videoconference from Charlottetown, Prince Edward Island, and Bobby Jenkins, by videoconference from Charlottetown, Prince Edward Island, answered questions.

At 4:28 p.m., Gord Johns took the Chair.

At 5:03 p.m., the sitting was suspended.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, June 5, 2018, the Committee resumed its study of the Regulation of the West Coast fisheries.

The Committee resumed consideration of a draft report.

It was agreed, — That the draft report be adopted.

It was agreed, — That the report be entitled: "West Coast Fisheries: Sharing Risks and Benefits".

It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the government table a comprehensive response to the report; however, notwithstanding the deadline of 120 days stipulated in Standing Order 109, the Committee request that the comprehensive response to this report be tabled no later than June 15, 2019.

It was agreed, — That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single line spacing, and be submitted electronically, in both official languages, to the Clerk of the Committee, no later than 5:00 p.m. on Friday, April 12, 2019.

It was agreed, — That the analysts and the Clerk of the Committee, in consultation with the Chair, prepare a news release for publication on the Committee’s website and for distribution upon presentation of the report to the House.

ORDERED, — That the Chair present the report to the House.

It was agreed, — That the Clerk of the Committee make the necessary arrangements for a press conference to be held after the tabling of the Committee's report to the House on West Coast Fisheries; and that the Committee be represented by the Chair and a representative from each party.

It was agreed, — That, in relation to the study of aquatic invasive species, the members of the Committee submit to the Clerk of the Committee their list of suggested witnesses no later than 5:00 p.m., on Monday, April 15, 2019.

At 5:28 p.m., the Committee adjourned to the call of the Chair.
