The Committee proceeded to the consideration of matters related to Committee business.

At 11:36 a.m., the sitting was suspended.

At 11:44 a.m., the sitting resumed.

It was agreed, — That, pursuant to Standing Order 108(2), the Committee undertake a study of settlement services, in particular best practices for the delivery of core services, outcomes and success, how data and evidence are gathered, transparency and accountability of the system, partnerships and services shared with the provinces and territories, including the Quebec agreement, and whether there is a common vision on settlement services across Canada; that this study identify possible inconsistencies in settlement services and suggest performance models, funding arrangements and agreements, and possible solutions to improve settlement services for new comers; that the Committee hold seven meetings to hear from witnesses; that the Committee report its findings to the House; and that, pursuant to Standing Order 109, the government table a comprehensive response thereto.

At 12:01 p.m., the sitting was suspended.

At 12:04 p.m., the sitting resumed.

It was agreed, — That pursuant to Standing Order 108(2), the Committee undertake a study of the Immigration and Refugee Board’s (IRB) appointments processes, training for board members, particularly as those processes relate to the cultural sensitivity, sexual orientation, gender identity and gender expression sensitivity, and complaints processes; that this study should be comprised of no fewer than three meetings and that the Committee report its findings to the House.

At 12:08 p.m., the Committee adjourned to the call of the Chair.
