Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, February 23, 2016, the Committee resumed its study of the situation facing nationals of Haiti and Zimbabwe.

The Committee resumed consideration of a draft report.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: "Apply Without Fear: Special Immigration Measures for Nationals of Haiti and Zimbabwe".

It was agreed, — That the Committee append to its report any dissenting and/or supplementary opinions provided that they are no more than ten (10) pages in length, in the same style and format as the report (Arial, 12 point, single space); and that it is submitted electronically in both official languages to the Clerk of the Committee, no later than Thursday, May 12, 2016 at 5:00 p.m. (EDT).

It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

ORDERED, — That the Chair present the report to the House.

At 12:04 p.m., the sitting was suspended.

At 12:08 p.m., the sitting resumed in public and David Tilson took the Chair.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, May 5, 2016, the Committee commenced its study of the subject matter of the Main Estimates 2016-17: Votes 1, 5 and 10 under Citizenship and Immigration and Vote 1 under Immigration and Refugee Board.

Anita Biguzs, David Manicom, Tony Matson and Robert Orr answered questions.

At 1:00 p.m., the Committee adjourned to the call of the Chair.
