The Standing Committee on Procedure and House Affairs met at 11:02 a.m. this day, in Room 253-D, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: David Christopherson, Kevin Lamoureux, Alexandrine Latendresse, Tom Lukiwski, Dave MacKenzie, Ted Opitz, Joe Preston, Scott Reid, Blake Richards and Craig Scott.

 

In attendance: Library of Parliament: Andre Barnes, Analyst; Erin Virgint, Research Assistant.

 

Witnesses: House of Commons: Marc Bosc, Acting Clerk; Kevin M. Vickers, Sergeant-at-Arms; Patrick McDonell, Deputy Sergeant-at-Arms and Director General, Security Services.

 
Pursuant to the Order of Reference of Thursday, September 25, 2014, the Committee resumed consideration of the question of privilege relating to the free movement of Members within the Parliamentary Precinct.
 

Marc Bosc made a statement and, with the other witnesses, answered questions.

 

At 11:52 a.m., the sitting was suspended.

At 11:56 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Commissioner of the RCMP, the Chief of Police of the city of Ottawa and the Sergeant-at-Arms of the House of Commons be invited to appear at the meeting scheduled for Tuesday, October 21, 2014, in order to discuss the question of privilege regarding the free movement of Members within the Parliamentary Precinct.

It was agreed, — That officials from the Department of Justice and the Treasury Board Secretariat be invited to appear at the meeting scheduled for Thursday, October 23, 2014, in order to discuss Bill C-518, An Act to amend the Members of Parliament Retiring Allowances Act (withdrawal allowance), and its legal implications.

It was agreed, — That the Parliamentary Law Clerk and Parliamentary Counsel be invited to appear at the meeting scheduled for Thursday, October 23, 2014, in order to discuss Bill C-518, an Act to amend the Members of Parliament Retiring Allowances Act (withdrawal allowance), and its legal implications.

 

At 12:35 p.m., the Committee adjourned to the call of the Chair.
