    Honourable members of the committee, I see a quorum.
    I must inform committee members that the clerk of the committee can only receive motions for the election of the chair. The clerk cannot receive any other types of motions, cannot entertain points of order, nor participate in debate.

[Translation]

    We can now proceed to the election of the chair.
    Pursuant to Standing Order 106(2), the chair must be a member of the government party.

    I am ready to receive motions for the chair.
    Mr. Williamson.
    I would like to nominate the honourable Peter Kent as the chair of this committee.
    It has been moved by Mr. Williamson that Mr. Kent be elected as chair of the committee.
    Are there any further motions? Is it the pleasure of the committee to adopt the motion?
    Some hon. members: Agreed.
    (Motion agreed to)
    The Clerk: I declare the motion carried and Mr. Kent duly elected chair of the committee.
    Before inviting Mr. Kent to take the chair, if the committee wishes, we will proceed to the election of vice-chairs.
    Pursuant to Standing Order 106(2), the first vice-chair must be a member of the official opposition.

    I am now prepared to receive motions for the first vice-chair.
    I would like to nominate my colleague Jack Harris.
    It has been moved by Ms. Michaud that Mr. Harris be elected as first vice-chair of the committee.

    Are there any further motions? Is it the pleasure of the committee to adopt the motion?
    Some hon. members: Agreed.
    (Motion agreed to)
    The Clerk: I declare the motion carried and Mr. Harris duly elected as first vice-chair of the committee.
    Pursuant to Standing Order 106(2), the second vice-chair must be a member of an opposition party other than the official opposition.
    I am now prepared to receive a motion for the second vice-chair.
    I move that Joyce Murray be elected as our second vice-chair.
    It has been moved by Mr. Bezan and seconded by Mr. Harris that Ms. Murray be elected as second vice-chair of the committee.
    Is it the pleasure of the committee to adopt the motion?
    Some hon. members: Agreed.

    I will now invite Mr. Kent to take the chair.

    I have a motion, Mr. Chair.
    Yes, Mr. Harris.
    I'd like to move that the Standing Committee on National Defence invite the Minister of National Defence and the chief of Communications Security Establishment of Canada as witnesses to appear before the committee to answer questions about CSEC's intelligence-gathering policies and practices for a two-hour session as soon as possible.
    Thank you, Mr. Harris.
    Point of order, Mr. Chair.
    Yes, Mr. Bezan.
    I don't believe that motion is in order at this point in time. There has to be proper notice given to the committee. Since the committee was just reconstituted, there's a 48-hour wait until we can deal with that motion.
    On a point of order, sir, if I may.
    You may.
    The committee didn't have to be reconstituted. I think it was that the chair had to be elected.
    The only business for the committee today was the election of chair and vice-chairs. We will consider your motion on Thursday, as we will consider Ms. Murray's motion, but the only business for today is the election of chair and vice-chairs.
    We'll discuss other business for Thursday when the steering subcommittee convenes a few minutes after I adjourn this meeting, which I will do now.
