    Honourable members of the committee, I see a quorum.

    I must inform members that the clerk of the committee can only receive motions for the election of the chair. The clerk cannot receive other types of motions and cannot entertain points of order, nor participate in debate.

[Translation]

    We can therefore proceed with the election of the chair. Pursuant to Standing Order 106(2), the chair must be a member of the government party.

[English]

    I'm ready to receive motions for the chair.
    It's my pleasure at this time to nominate Phil McColeman for chair.
    It has been moved by Jinny Sims that Phil McColeman be elected as chair of the committee.

[Translation]

    Are there any further motions?

    I declare the motion carried and Phil McColeman duly elected as chair of the committee.

    The Clerk: Before inviting Mr. McColeman—

    All I'll say is that this is a great appointment.
    Before inviting Mr. McColeman to take the chair, if the committee wishes, we will now proceed to the election of the vice-chairs.
    Pursuant to Standing Order 106(2), the first vice-chair must be a member of the official opposition.

    I am now ready to receive nominations for the first vice-chair.

    Mr. Armstrong.
    It has been moved by Scott Armstrong that Jinny Sims be elected as first vice-chair of the committee.

    Pursuant to Standing Order 106(2), the second vice-chair must be a member of an opposition party other than the official opposition party.

    I am now prepared to receive a motion for the second vice-chair.
    I'd like to nominate Roger Cuzner.
    It has been moved by Scott Armstrong that Roger Cuzner be elected as second vice-chair of the committee.

    Is it the pleasure of the committee to adopt this motion?
    Some hon. members: Agreed.

    The Clerk: I now invite Mr. McColeman to take the chair.
    Prior to entertaining any member at this point, I'd like to take the liberty of the chair just to make a few comments, if I might.
    It is quite a privilege to be in the chair of any standing committee. In my time on Parliament Hill I've sat on committees and have seen some very talented chairs, and I hope I can live up to being even half as good as some of them. The prior chair of this committee, Ed Komarnicki, was a very good chair of this committee. He is a talented man and his shoes will be hard to fill. He is a gentleman. I have enjoyed all the time on this committee with Ed in the chair, and I hope to follow in his footsteps.
    I also look forward to working with all the members of the committee in terms of cooperation and moving forward, because this is an important committee. It's an important committee because we have influence over what goes forward to improve the lives of Canadians in many different ways.
    I am very privileged to be here, and I want to thank all of you for your support today in installing me in the chair.
    Now we'll go to Mr. Armstrong, whose hand was up first.
    I move that we adjourn, please.
    That's a motion that's non-debatable, a dilatory motion, so we'll move to a vote immediately on the motion to adjourn.
