    Honourable members of the committee, I see a quorum.

    We can now proceed to the election of the chair.
    Pursuant to Standing Order 106(2), the chair must be a member of the government party.

[Translation]

    I am now ready to receive motions for the chair.

[English]

    Mr. Clerk, I would like to nominate the honourable Rob Merrifield as chair.
    It has been moved by Mr. Davies that Mr. Merrifield be elected as chair of the committee.
    Are there any other nominations for the position of chair?
    Is it the pleasure of the committee to adopt the motion?
    Some hon. members: Agreed.
    (Motion agreed to)
    The Clerk: I declare Mr. Merrifield duly elected as chair of the committee.
    Before I invite Mr. Merrifield to take the chair, I will ask if the committee wishes to proceed to the election of the vice-chairs. Is it the desire of the committee to proceed that way?
    Some hon. members: Agreed.

[Translation]

    We will now proceed to the election of the first vice-chair.
    Pursuant to Standing Order 106(2), the first vice-chair must be a member of the official opposition.
    I am now prepared to receive motions for the first vice-chair.

    I nominate Don Davies as vice-chair.
    Mr. O'Toole has nominated Don Davies as first vice-chair.
    Are there any other nominations for the position?
    Is it the pleasure of the committee to adopt the motion?
    Some hon. members: Agreed.
    (Motion agreed to)
    The Clerk: I duly declare Mr. Davies elected as first vice-chair.
    We can now proceed to the election of the second vice-chair, who must be a member of the other opposition party.
    I'm prepared to receive nominations for the position of second vice-chair.
    It would be my great honour if you would allow me, Mr. Clerk, to nominate Massimo Pacetti as the other vice-chair.
    Mr. Holder has nominated Mr. Pacetti.
    Is it the pleasure of the committee to adopt the motion?
    Some hon. members: Agreed.
    (Motion agreed to)
    The Clerk: I duly declare Mr. Pacetti elected as second vice-chair.
    I will now invite Mr. Merrifield to take the chair.
    I just have to say that I admire Mr. Pacetti's style in winning elections. When you limit it down like that, it takes all the guesswork out of it. That's good. It's the way they do it in Montreal, I think.

    A voice: No.
    The Chair: We will move in camera.
