The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 11:06 a.m. this day, in Room C-120, 1 Wellington Street, the Chair, Ed Komarnicki, presiding.

 

Members of the Committee present: Marjolaine Boutin-Sweet, Brad Butt, Chris Charlton, Rodger Cuzner, Joe Daniel, Ed Komarnicki, François Lapointe, Kellie Leitch, Colin Mayes, Phil McColeman and Devinder Shory.

 

Acting Members present: Stella Ambler for Kellie Leitch and Dany Morin for Ryan Cleary.

 

Other Members present: Scott Simms.

 

In attendance: Library of Parliament: Sandra Gruescu, Analyst; André Léonard, Analyst. House of Commons: Christine Holke David, Procedural Clerk.

 

Witnesses: International Bureau of the German Federal Ministry of Education and Research: Hannes Barske, Senior Scientific Officer, Project Management Agency, German Aerospace Center. German Federal Ministry of Education and Research: Maximilian Metzger, Deputy Director-General, International Cooperation in Education and Research; Christiana Tings, Deputy Head, International Cooperation in Education and Training, European Union Programs. German Institute for Vocational Education and Training: Maren Verfürth, Research Associate, International Cooperation and Advisory Services. SaskPower: Jim Diotte, Vice-President, Human Resources, Safety and Environment. Canadian Manufacturers and Exporters: Mathew Wilson, Vice-President, National Policy.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, September 27, 2012, the Committee resumed its study of economic opportunities for young apprentices.
 

Maximilian Metzger and Maren Verfürth, by videoconference from Bonn, Germany, made statements and, with the other witnesses, answered questions.

 

At 12:01 p.m., the sitting was suspended.

At 12:05 p.m., the sitting resumed.

 

Mathew Wilson and Jim Diotte made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Colin Mayes moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Brad Butt, Joe Daniel, Kellie Leitch, Colin Mayes, Phil McColeman, Devinder Shory — 6; NAYS: Marjolaine Boutin-Sweet, Chris Charlton, Rodger Cuzner, François Lapointe, Dany Morin — 5.

 

At 12:51 p.m., the sitting was suspended.

At 12:52 p.m., the sitting resumed in-camera.

 

It was agreed, — That the Committee invite the Deputy Minister of Human Resources and Skills Development Canada and the appropriate departmental officials to appear before the Committee before Thursday, March 7th, 2013 to explain how the privacy breach at Human Resources and Skills Development Canada affecting 583,000 Canadians occurred, what actions have been taken since to ensure security of personal data throughout the department, and what long term solution for affected Canadians will be put in place to protect their identity.

 

At 1:01 p.m., the Committee adjourned to the call of the Chair.
