     Good morning, honourable members of the committee. I see a quorum.
     I must inform members that the clerk of the committee can only receive motions for the election of the chair. The clerk cannot receive other types of motions, cannot entertain points of order, nor participate in debate.

[Translation]

    We can now proceed to the election of the chair.
    Pursuant to Standing Order 106(2), the chair must be a member of the government party.
    I am ready to receive motions for the position of chair.

[English]

    Mr. Carrie.
    I'd like to nominate Joy Smith.
    It has been moved by Mr. Carrie that Joy Smith be elected as chair of the committee.

[Translation]

    Are there any further motions?
    (Motion agreed to)

    The Clerk: I declare the motion carried, and Mrs. Smith the duly elected chair of the committee.
    Some hon. members: Hear, hear!
    The Clerk: Before inviting Mrs. Smith to take the chair, if the committee wishes, we will now proceed to the election of the vice-chairs.

[Translation]

    Pursuant to Standing Order 106(2), the first vice-chair must be a member of the official opposition.
    I am now prepared to receive motions for the position of first vice-chair.
    Ms. Sellah, you have the floor.
    I would like to nominate Libby Davies for the position of vice-chair.
    It has been moved by Ms. Sellah that Libby Davies be elected as first vice-chair of the committee.

    Are there any further motions?
    Is it the pleasure of the committee to adopt the motion?
    Some hon. members: Agreed.
    (Motion agreed to)
    The Clerk: I declare the motion carried, and Mrs. Davies the duly elected first vice-chair of the committee.
    Some hon. members: Hear, hear!
    The Clerk: Pursuant to Standing Order 106(2), the second vice-chair must be a member of an opposition party other than the official opposition. I am now prepared to receive a motion for the second vice-chair.
    Mr. Carrie.

    I nominate Ms. Fry.

    It has been moved by Mr. Carrie that Hedy Fry be elected as second vice-chair of the committee.

[Translation]

    The Clerk: I declare the motion carried and Ms. Fry duly elected second vice-chair of the committee.

    Thank you so much for electing me.
    Congratulations to the vice-chairs. I know they have a lot of experience, and I'm very happy to see them back as vice-chairs.
    I'm very happy to see all the members of our committee back. I welcome Mr. Lobb as a new member. We're happy that this committee is going to be working together again to embark on some very important things.
    Today's meeting is going to be a short one; we're just doing the elections. There's one other item, and I would ask for the consent of the committee to go in camera to discuss an item of committee business. Could I have the consent of the committee to do that?
    Could we know what it is?
    Would you like to speak to it, Dr. Carrie?
    I'd like to present a motion.
    A motion about what?
    I'd like to discuss it in camera.
    If we know what it is and if we agree with it, but I don't agree to go in camera to discuss a motion when we don't know what it's about. It's not on the table. It's not part of the agenda, so no.
    Could you discuss the motion, Dr. Carrie? I think it came from all sides.
    If it's something you think there's agreement on, we could adjourn briefly to discuss it.
    Yes, I think there is.
    I'm happy to do that, too, if you'd like.

    More so out of respect for the two vice-chairs, I agree with my colleague Mr. Harris.
    This may not be an appropriate discussion for today. Perhaps we can push it to Thursday, but if we can come to a friendly agreement, even better.

[English]

     I think we'll all agree, probably. Yes.
    Madam Chair, I'm not a member of the committee, but normally committees have a 48-hour rule. I'm just wondering if that motion—
    Yes, I know. You can do that two ways. If it's something that both sides agree on—which I believe it is—with the consent of the committee we can talk about it to get things going.
    Dr. Carrie, what is your judgment?
    If the committee would like, we can deal with it on Thursday. I'll table it today, and we'll go from there.
    Okay, we'll deal with it on Thursday.
    Madam Sellah.

[Translation]

    Madam Chair, I just want to reiterate what my colleagues have said. If we knew exactly what the motion was about, we might agree.

     I think we've agreed to discuss it on Thursday, right? We'll discuss it on Thursday. We don't want to make a big deal.
     We will do committee business in camera on Thursday.
