The Standing Committee on Foreign Affairs and International Development met at 3:30 p.m. this day, in Room 306, La Promenade Building, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, Lois Brown, Bob Dechert, Paul Dewar, Nina Grewal, Hélène Laverdière, Ève Péclet, Gary Ralph Schellenberger, Dave Van Kesteren and John Williamson.

 

Acting Members present: Hon. Mark Eyking for Hon. Dominic LeBlanc and Jean Rousseau for Romeo Saganash.

 

Associate Members present: Scott Reid.

 

In attendance: Library of Parliament: Allison Goody, Analyst; James Lee, Analyst; Melissa Radford, Analyst.

 

Witnesses: Canadian Economic Development Assistance for Southern Sudan: David Tennant, Executive Director. Center for International Policy: Raymond Baker, Director, Global Financial Integrity.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, November 1, 2011, the Committee resumed its study on the role of the private sector in achieving Canada's international development interests.
 

Hélène Laverdière moved, — That the Committee devote at least one public session to study Canada’s position at the United Nations Arms Control Treaty negotiations scheduled for July 2012; that such a meeting(s) take place before the summer adjournment in order that it precede these negotiations; that witnesses to be invited to appear at this meeting include representatives from the organization Control Arms Coalition as well as the Department of Foreign Affairs; and that the Committee’s findings be reported to the House of Commons before the summer adjournment.

 

It was agreed, — That the debate be adjourned to Committee Business.

 

The witnesses made statements and answered questions.

 

At 4:37 p.m., the sitting was suspended.

At 4:41 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Pursuant to Standing Order 108(2), the Committee undertook a study of the motion adopted on Tuesday, April 3, 2012, by the Subcommittee on International Human Rights on the human rights situation in North Korea.

 

It was agreed, — That the Committee adopt the motion adopted by the Subcommittee on International Human Rights on Thursday, December 8, 2011, as amended, concerning the fate of Ms. Shin Sook-ja and her two daughters in North Korea and present it to the House of Commons as the second report of the Committee.

 

It was agreed, — That, concerning the motion relating to the treatment of the civil population of North Korea, the Committee direct the Subcommittee on International Human Rights to reconsider the request to the UN secretary general to appoint a commission of inquiry, and that the Subcommittee hear from appropriate witnesses to determine the ramifications of that request.

 

It was agreed, — That the Standing Committee on Foreign Affairs and International Development devote at least one public session to study Canada’s position at the United Nations Arms Control Treaty negotiations scheduled for July 2012; that such a meeting(s) take place before the summer adjournment in order that it precede these negotiations; that witnesses to be invited to appear at this meeting include representatives from the organization Control Arms Coalition as well as the Department of Foreign Affairs.
