The Standing Committee on Aboriginal Affairs and Northern Development met in a televised session at 8:51 a.m. this day, in Room 253-D, Centre Block, the Chair, Chris Warkentin, presiding.

 

Members of the Committee present: Stella Ambler, Hon. Carolyn Bennett, Ray Boughen, Rob Clarke, Jean Crowder, Jonathan Genest-Jourdain, Carol Hughes, Greg Rickford and Chris Warkentin.

 

Acting Members present: Romeo Saganash for Dennis Bevington, Mark Strahl for Kyle Seeback and Mike Wallace for Brent Rathgeber.

 

In attendance: Library of Parliament: Tonina Simeone, Analyst; Norah Kielland, Analyst. House of Commons: Philippe Méla, Legislative Clerk.

 

Appearing: Hon. Bernard Valcourt, Minister of Aboriginal Affairs and Northern Development.

 

Witnesses: Department of Indian Affairs and Northern Development: Jim Barkwell, Senior Director of Negotiations, South, Treaties and Aboriginal Government. Department of Justice: Bruce Hamilton, Senior Counsel, Treaties and Aboriginal Government, Negotiations West and Specific Claims. Department of Finance: Neil Mitchell, Senior Tax Policy Officer, Aboriginal Tax Policy Section,Tax Policy Branch. Yale First Nation: Norman Hope, Chief, Chief Negotiator; Robert Reiter, Negotiator.

 
Pursuant to the Order of Reference of Thursday, June 6, 2013, the Committee commenced consideration of Bill C-62, An Act to give effect to the Yale First Nation Final Agreement and to make consequential amendments to other Acts.
 

The Minister made a statement and, with Jim Barkwell, Bruce Hamilton and Neil Mitchell, answered questions.

 

At 9:28 a.m., the sitting was suspended.

At 9:31 a.m, the sitting resumed.

 

Chief Norman Hope and Robert Reiter made statements and answered questions.

 

At 10:09 a.m., Jean Crowder took the Chair.

At 10:12 a.m., Chris Warkentin took the Chair.

 

At 10:28 a.m., the sitting was suspended.

At 10:30 a.m., the sitting resumed.

 

The Committee commenced its clause-by-clause study of the Bill.

 

Pursuant to Standing Order 75(1), consideration of the Preamble and Clause 1, Short Title, were postponed.

The Chair called Clause 2.

 

By unanimous consent, Clauses 2 to 25 inclusive carried severally.

 

Clause 1, Short Title, carried by a show of hands: YEAS: 11; NAYS: 0.

 

The Preamble carried by a show of hands: YEAS: 11; NAYS: 0.

 

The Title carried by a show of hands: YEAS: 11; NAYS: 0.

 

The Bill carried.
