The Standing Committee on Public Safety and National Security met at 3:31 p.m. this day, in Room 253-D, Centre Block, the Chair, Garry Breitkreuz, presiding.

 

Members of the Committee present: Garry Breitkreuz, Don Davies, Luc Desnoyers, Shelly Glover, Mark Holland, Dave MacKenzie, Phil McColeman, Maria Mourani, Rick Norlock and Brent Rathgeber.

 

Acting Members present: Hon. Navdeep Bains for Andrew Kania, Nicolas Dufour for Maria Mourani, Gerard Kennedy for Borys Wrzesnewskyj and Scott Simms for Andrew Kania.

 

In attendance: Library of Parliament: Lyne Casavant; Tanya Dupuis.

 

Witnesses: Correctional Service Canada: Jennifer Oades; Kate Jackson, Clinical Services; Heather Thompson, Health Services, Prairie Region. Momentum Healthware: Bruce Penner, Canadian Operations. Canadian HIV/AIDS Legal Network: Sandra Ka Hon Chu.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, March 9, 2010, the Committee resumed its study of federal corrections: mental health and addiction.
 

Jennifer Oades and Kate Jackson made statements and, with Heather Thompson, answered questions.

 

Bruce Penner made a statement and answered questions.

 

Sandra Ka Hon Chu made a statement and answered questions.

 

At 5:17 p.m., the sitting was suspended.

At 5:18 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — A) That the committee calls upon the Minister of Public Safety to table forthwith the Strategic Review document referred to by Correctional Service Canada officials on Thursday, March 25, 2010, during their testimony before the Committee; and

B) That the Committee calls upon the Minister of Public Safety to refrain from taking any steps to sell, dismantle or reduce operations at any of Canada's prison farms in any way, until independent experts have had an opportunity to fully review the value of the farm program and fully report in writing, to both the Minister of Public Safety, the House of Commons Public Safety and National Security Committee, and that it be reported to the House of Commons.

 

At 5:20 p.m., the Committee adjourned to the call of the Chair.
